Housing Policies

Our housing policies shape the services we provide to our tenants, ensuring they are delivered effectively and efficiently with tenants at the heart of everything we do.

 

By clearly outlining how we operate, we aim to increase transparency and build trust.

We regularly monitor our policies to ensure they meet housing targets and align with broader Council priorities.

Policies are reviewed and updated as needed to reflect changes in legislation, meet Scottish Government requirements, and incorporate feedback from tenants. When new laws or regulations are introduced, we will develop and review policies to stay compliant and responsive to community needs.

Abandoned Property Policy

This policy explains how the Housing Service identifies and manages properties that may have been abandoned by tenants. It outlines the steps taken to investigate, notify tenants, and take appropriate action.

Allocations Policy

The Allocations Policy outlines how individuals can apply for Council housing, and how the Housing Service will assess applications and allocate properties, and circumstances in which applications may be suspended or cancelled.

Antisocial Behaviour Policy

This policy sets out how the service responds to antisocial behaviour linked to our tenancies. It covers how complaints are handled, support offered to victims and witnesses, and how we help individuals change their behaviour to sustain their tenancy.

Asset Disposal Policy

This policy explains when and how the service may dispose of housing assets that are no longer needed or do not offer best value to tenants. It ensures that decisions are made responsibly and in line with housing priorities.

Current and Former Tenant Rent Arrears Policy

This policy explains how the Housing Service works to prevent rent arrears and recover any arrears owed by current or former tenants. We will use a balanced approach that considers individual circumstances and prioritises early intervention. Tenants who experience difficulty paying rent will receive appropriate information and advice to help prevent arrears from escalating.

Damp and Mould Policy

The policy explains how Council tenants can report any damp and mould concerns in their homes and how the housing service will work to prevent, respond to, and address issues of damp and mould in Council tenancies.

Eviction Policy

This policy outlines the circumstances under which eviction may be considered, the criteria that must be met, and the support available to tenants. Eviction will be used as a last resort and sustaining tenancies is our key priority.

Garden Structure Permissions Policy

This policy outlines how the Housing Service manages requests from tenants to erect garden structures. It explains the rules tenants must follow, including when planning permission or building warrants may be required, and details how requests will be processed and permissions granted to ensure works are carried out responsibly.

Housing Repairs Policy

The policy explains how Council tenants can report any repairs issues and how we deliver a responsive repairs service to Council tenants.

Property Acquisition Policy

This policy sets out how the Council adds homes to its housing stock by purchasing suitable properties, including former Council homes. It aims to increase the availability of affordable housing and meet growing demand.

Property Adaptations Policy

This policy sets out the framework through which the Housing Service will assess, prioritise, and deliver property adaptations for households living in Council tenancies. It applies to individuals with long-term illnesses or disabilities, as well as households living under formal kinship care arrangements. 

Rechargeable Repairs Policy

This policy explains when Council tenants may be charged for repair work carried out by the service. Charges apply when damage is caused by the tenant, their household, or visitors to the property. This applies to internal repairs and external areas like gardens.

Westhaugh Site Pitch Allocations Policy

This policy set outs how members of the Gypsy/Traveller community can apply for a pitch on the Westhaugh Gypsy/Traveller site and how the service will assess applications and allocate empty pitches.
