Housing Strategy & Research

We are seeking to dispose of two of our housing assets at the following addresses:
  • 20 McNabb Street, Dollar
  • 48 Arns Grove, Alloa

We are considering selling these properties because they cost a lot to maintain, are unlikely to be needed in future and are difficult to keep in line with the standards set by the Scottish Housing Regulator.

Housing Need and Demand Assessment

We have recently completed our new Housing Need and Demand Assessment (HNDA) to evaluate the current state of housing and housing-related services across Clackmannanshire. The HNDA identifies gaps in existing housing provision and estimates the number of additional homes required to meet current and future needs and demands.

The HNDA will be used to inform the development of our updated Local Housing Strategy (LHS) and will help to shape the Local Development Plan (LDP) in the future.

Local Housing Strategy

The Local Housing Strategy outlines the Council’s objectives and planned actions over a set period. It defines the strategic direction for providing affordable housing that meets the needs of local people across all housing tenure types.

We have recently developed and updated our new Housing Need and Demand Assessment which will now be used to underpin the development of the updated Local Housing Strategy.


The strategy will be development in collaboration with our communities through an extensive consultation process involving tenants, residents, and other key stakeholders.

Strategic Housing Investment Plan

The Strategic Housing Investment Plan (SHIP) sets out the Council’s priorities for investing in affordable housing. The SHIP is reviewed annually to ensure it remains aligned with local housing needs, emerging trends, and available budgets. 

Tenant Participation Strategy

The Tenant Participation Strategy sets out a good practice Tenant Participation framework for the landlords operating across the Clackmannanshire area. The fourth iteration of the Tenant Participation Strategy covers the period of 2024-28 and was designed in collaboration with Paragon Housing Association and Clackmannanshire Tenants and Residents Federation.
