Houses in Multiple Occupation

The Council's Environmental Health Team are responsible for the enforcement of provisions contained in the Housing (Scotland) Act 2006 Part 5, brought into force in August 2011 which relate to the licensing of Houses in Multiple Occupation (HMOs).

An HMO is the only or principal residence of 3 or more unrelated persons. The residence can be a house, flat, bedsit or student halls of residence, and where the residents share facilities such as cooking facilities, washing facilities or toilets.

There are certain exemptions from the licensing requirement and these may be found in section 126 of the Housing (Scotland) Act 2006.

Applying for a licence

If you operate such premises you must apply for a licence as soon as possible.
