What is Council Tax Reduction and Housing Benefit?

Council Tax Reduction

The council tax reduction scheme can help towards your council tax bill if you are unemployed or on a low income. The amount you receive will depend on your income and household circumstances.

You will still be liable to pay your water and waste charges as these are not included in council tax reduction.

There are two types of council tax reduction:

  1. Main Council Tax Reduction
  2. Second Adult Rebate

You cannot get both the council tax reduction and second adult rebate at the same time. If you qualify for both, we will give you the one which will reduce your council tax the most.

Second Adult Rebate

You may be entitled to second adult rebate if you share your home with one or more other persons.

If you are sharing your home with someone over 18 years of age who

  • is not paying you rent;
  • is not your partner;
  • does not have to pay council tax;
  • is on a low income.

We do not take into account your own income and savings when calculating second adult rebate.

Amount of Second Adult Rebate:
Description Amount
2nd Adult receives IS/JSA/IB / Pension Credit/ESA (IR) 25%
2nd Adult income < £282.00 15%
2nd Adult income £282.00 - 382.99 7.5%
2nd Adult income £383.00 > Nil

Housing Benefit

Housing benefit helps people on a low income, receiving certain benefits, or who are unemployed to pay some or all of their rent.

You may be eligible if you rent your home from the council, housing association, or a private landlord.

Housing benefit can also apply if you live in a house, caravan, hostel, hotel, guesthouse, or certain other types of accommodation.

The amount you receive depends on your income, savings, household circumstances, and the amount of rent you pay. It may cover part or all of your rent.

You cannot usually claim housing benefit if you pay rent to a close relative who lives with you.

Housing benefit has been replaced by Universal Credit for most working age people. However, you may still be able to claim housing benefit from your local council if

  • you and your partner have reached state pension age,
  • you live in supported, sheltered, or temporary accommodation.
