Laying a private cable across a public footway (pavement) is considered an illegal obstruction and a safety hazard under the Roads (Scotland) Act 1984. Therefore Clackmannanshire Council does not currently permit the installation or use of cross pavement electric charging solutions within the public road boundary.

Having a charging cable trail from a home, across or above the footway to a car may cause a safety hazard. If a passer-by injures themselves due to the cable, cable owners can be held responsible. Furthermore, a cable across the ground can limit accessibility of the footway and can impact negatively on people with disabilities. Charging cables observed by council officers may be removed and disposed of.
The council cannot currently approve any applications for the Energy Savings Trust Cross-pavement Charging Grant.
The council will also not approve the use of private charging infrastructure to be installed on a public road (this includes the footway/footpath).
For those without access to a driveway or other off-street parking area, you can access the network of public charging points. For these Clackmannanshire residents a 10% discount scheme is available for use of local council operated charging points.
if you have a front garden, you may be able to apply to install a driveway and dropped kerb, subject to conditions. Residents may also wish to contact the planning department to ensure no other consents are required.
The council recognises the increasing importance of supporting the transition to electric vehicles and is working towards developing an approved approach for the provision of charging infrastructure to serve houses that do not have off-street parking. This work is being progressed in alignment with emerging national guidance, policy frameworks, and construction specification standards.
