Local Development Plan - Call for Ideas online consultation

Clackmannanshire Council has begun preparation of its new Local Development Plan (LDP).

The LDP will set out a long term vision for how land in Clackmannanshire is used, developed and protected over the next 20 years. It will shape decisions on where new homes, businesses, green spaces, community facilities and infrastructure are located across our county. 

We want to hear from as many people as possible - including residents, community groups, landowners, developers, agents and businesses - before we prepare the evidence report for the proposed plan.

This consultation is your opportunity to influence what goes into the new LDP at an early stage. 

How to take part in the Call for Ideas consultation: 

  • Submissions are invited via our Call for Ideas online consultation
    • Map based submission is recommended.
      • You can submit your site directly on an interactive map using the geospatial tool, which allows you to draw or pinpoint the exact location and boundary of your proposed site on an ordnance survey base map, add supporting information and submit everything in one step. Using the map tool makes it easier for us to process and assess your submission accurately.
    • The consultation will close on 1 January 2027.

All submissions received will be carefully considered by the Planning team. They will help inform the preparation of the proposed Local Development Plan, which will be subject to its own full public consultation before being submitted for independent examination. 

Note that submitting a site or idea does not guarantee it will be included in the new LDP. All submissions will be assessed against relevant planning policies, including National Planning Framework 4 (NPF4) before any decisions are taken about what the proposed plan should contain. 

What are we asking? 

Call for Ideas - for landowners, developers and agents 

If you own, manage or have an interest in land that you believe should be considered for development or a changed use in the new LDP, we want to hear from you. Site submissions might include proposals for: 

  • Housing (including affordable housing and self-build plots) 
  • Employment and business uses (including retail, industrial and mixed-use) 
  • Community facilities, education and health infrastructure 
  • Open space, green infrastructure and active travel routes 
  • Renewable energy and low-carbon development 
  • Sites currently allocated in the existing LDP that you believe should be removed or have their use changed 
  • Sites of local or national importance that should be protected or designated 

You should provide as much information as possible about the site, including its location, size, current use, proposed use, ownership if known and any relevant supporting information.

What happens next? 

The table below sets out the key stages in the preparation of the new Local Development Plan. This consultation is the first formal opportunity to contribute. 

Timing | Stage | Description
  • 21 July 2026 - 1 January 2027: Call for Ideas
    • Submit your ideas using the online mapping tool
  • 2027 (expected): Evidence report
    • The first stage of the process presenting the information, data and analysis that will shape the content of the LDP.
  • 2028 (expected): Proposed Local Development Plan
    • The proposed plan is published for full public consultation before submission to the Scottish Government.
  • 2028 (expected): Adoption of new Local Development Plan
    • Following examination by the Reporters Unit (DPEA) and approval by Clackmannanshire Council. 

A summary of all ideas submitted will be published on this page following the close of consultation. Please note that this is an early evidence gathering stage. Inclusion on any published sites map does not indicate that a site will be allocated in the new plan.
