Registered Tenants Organisations (RTOs)

A Registered Tenant Organisation (RTO) is a tenant group registered with the Council or any other landlord. Once registered, RTOs have specific rights and a formal role in influencing housing matters that affect them. As a RTO, you will have a recognised role in the participation process and the right to be consulted on issues that affect your members.

How Do We Form an RTO?

If you are part of an existing tenant group, you can apply to the Council to become a registered tenant organisation. To start the process, you will need to submit an application form, available upon request. If you require assistance, our Tenant Participation Officer can offer you the relevant advice and information on the registration process.

Information You Need to Provide

To complete the registration, your group will need to provide the following:

• A copy of your constitution.
• A list of your office bearers and committee members.
• A contact address for correspondence, which will be made public.
• A description of the area your group covers.
• Details of other landlords you’re registered with or are applying to be registered with.

Eligibility Criteria

To be eligible for registration, your group must meet the following requirements:

• Have a written constitution.
• Be governed by an annually elected committee.
• Operate within a defined area, which must include the Council area.
• Be open to all tenants within your area.
• Maintain clear financial records, including income, expenditure, assets, and liabilities.
• Be able to demonstrate how you will represent the views of your members.

What Happens Next?

If your application is successful, we will add your group to the publicly available register and inform you in writing of your registration, including the start date.

If your application is unsuccessful, we will explain in writing why your group does not meet the registration criteria. You will also be informed of your right to appeal.

How Long Does the Registration Last?

Once registered, your registration will be valid for 3 years. After this period, you will need to reregister to maintain your status.

Can we register with more than one landlord?

You can register with any social landlord who has housing stock in the area you cover.
