Under Section 85 of the Roads (Scotland) Act 1984, it is an offence to deposit a builders skip on any part of any road, without the permission of the Roads Authority. Furthermore it must be clearly and indelibly marked with its owner's name and with their telephone number or address.
It should be noted that the term "Road" encompasses the carriageway, footway or verges of any road and includes public footpaths and cycle tracks.
An owner of a skip who uses it, or causes or permits it to be used, on a road without meeting these requirements or fails to meet conditions specified within permission given by the Roads Authority, commits an offence.
