Council to re-open Forthbank Waste and Recycling Centre from 1 June

Clackmannanshire Council’s Forthbank Waste Recycling Centre will re-open to Clackmannanshire residents on 1st of June following the easing of restrictions announced by the Scottish Government last week. 

However it will not be “business as usual” for uses of the Forthbank site. Significant safety measures have been put in place to help maintain the safety and welfare of both staff and users.

Residents who want to use the site will have to pre-book time slots via a new booking system which is now open online here or by phoning our Contact Centre on 01259 450000. On entering their details, they will then be given a time-slot and a reference number which they MUST show on arrival at the site along with their driving license or they will be refused entry.

Residents will also not be able to take soil or rubble to the site. 

The site, along with all other local authority waste and recycling sites across Scotland, was closed in March following Scottish Government guidance. When it re-opens on Monday 1st of June, it will operate during the following hours:

  • Monday to Friday       – 9.30am until 12pm and then again from 1.30pm until 4.30pm
  • Saturday                    – 9.00am until 12pm
  • The site will remain closed on Sundays.  

To help with traffic management and maintain public safety, residents with a pre-booked time slot should plan to arrive at the site no more than 5 minutes before their allocated time.

Anyone who does not have a pre-booked time slot will be refused entry to the site.

Other new safety measures include:

  • A restriction on the numbers of site users on site at any one time.
  • Only one person per vehicle will be allowed. 
  • Staff will provide direction and advice but generally not be able to help users unload their own vehicles.
  • Site users will only be able to book one time slot per household per week.
  • Access will be limited to cars, and small vans e.g. Kangoo or Berlingo.  Any larger vehicles such as Transit, Luton, Sprinter etc will not be permitted to access the site. However site users may use a small trailer (max trailer size – 4 foot by 3 foot).

Commercial users will be able to use the site but there will be strict time restrictions between 8.30am and 9.15am depending on site capacity. Only businesses based AND operating in Clackmannanshire will be given access to the site. They must provide a small traders tipping ticket on each visit or access will not be granted. The tickets cost £58 and will be available to buy from the Spiers Centre in Alloa between 9am and 11am on Tuesdays starting on Tuesday 2 June.

Clackmannanshire Council’s Deputy Leader and Convener for Environment, Cllr Donald Balsillie said:

"This has been an exceptionally difficult time for all our residents. Our waste and recycling staff have been working hard in difficult circumstances to maintain most of our regular waste  collections throughout this ongoing pandemic. We have had a tremendous response from the majority of our residents and their messages of thanks and appreciation have been very much appreciated.

"Now that we are able to reopen Forthbank Waste and Recycling Centre, we have to make sure that we are maintaining Government guidance around safe social distancing for those residents who have to use the site because they are no longer able to safely store excess waste at home.

"I’m confident residents will work with us and respect our staff, it is important that people respect the site rules and comply with the new measures and ensure everyone is safe."
