School Streets

A school street project is where the road outside a school is closed to traffic at school opening and closing times.

Closing the street to through traffic helps to achieve a safer, more pleasant environment for everyone using the street whilst maintaining access for residents, businesses, pedestrians and cyclists.

Clackmannan PS School Streets project

From Tuesday, 22nd August 2017 on Lochies Road and Castle Terrace, vehicle exclusion zones will operate Monday-Friday between 8.30-9.10am and 2.50-15.20pm during school term time only.

The streets affected include:

  • Lochies Road
  • Castle Terrace
  • Garden Terrace
  • Bruce Street

Access is permitted for:

  • local residents/businesses if their vehicle is registered for a school streets permit
  • blue badge holders
  • local service buses

The zone is covered by a legal order which will allow for Police and Local Authority enforcement. Where non-registered vehicles are found to be driven within the zone during exclusion times, a penalty charge notice can be issued.

Why is this project happening?

The Clackmannan School Streets project has been developed to meet one of the main priorities identified in the Clackmannan Community Plan's Theme 3: Parking, roads and transport, which aims to address road safety issues in the primary school area.

The project will include improvements to the road and pavement infrastructure around the school with the aim of improving pupil road safety, encouraging active travel and promoting responsible parking.

How do school streets work?

The identified street in the area of the school is designated as a pedestrian and cycle-only zone at set times in the morning and afternoon. Times are set depending on the school and the location.

Vehicles cannot enter the street between these times unless they have a 'School Streets Permit'.

Signs will inform drivers of the restrictions before the entrance to the closed street. Where non-registered vehicles are found to be driven within the zone during exclusion times, a penalty charge notice can be issued.

What if I live or have a business on a school street?

Residents and businesses in the affected street will be able to apply, free of charge, for a School Streets Permit for a vehicle or vehicles registered to their address. This will allow you to drive that vehicle (and only that vehicle) in the street when it is closed to other traffic.

Vehicles driven by friends and family visiting a resident will not be permitted to drive in the street during the times it is closed to other traffic, with the exception of blue badge holders.

I am interested in school streets at my school. How do I apply?

When we have evaluated the success of the Clackmannan PS School Street project, we will decide whether to roll out the scheme to other schools in Clackmannanshire.

Not all schools will be suitable for school streets. However, if you would like your child's school to be considered for a school street, please contact the Head Teacher of your child's school.
