THE CLACKMANNANSHIRE COUNCIL (HIGH STREET AND MILL STREET, ALLOA) (TEMPORARY WAITING, LOADING AND UNLOADING RESTRICTIONS) EXPERIMENTAL ORDER 2021

The Clackmannanshire Council has made the above named Order under Sections 9 and 14 of the Road Traffic Regulation Act 1984 (as amended) on 30 March 2021.

The effect of this Order shall be temporarily restrict waiting, loading and unloading:-

During the period from Monday 19th April 2021 for period of up to 18 months, on the sections of road described in the Schedules.   The experimental order is required due to COVID-19 to make a Safer Space for People and to allow for social distancing. Exemptions being:
 

  • A vehicle in the service of or employed by the Postmaster General is being used for the purposes  of delivering or collecting postal packets as defined in Section 87 of the Post Office Act 1953.
     
  • Construction vehicles being used in connection with any building operation or demolition, the removal of any obstruction to traffic, the maintenance improvement or reconstruction of any of the lengths of road so referred to, or the laying, erection, alteration or repair in or near to the said lengths of road of any sewer or main, pipe or apparatus for the supply of gas, water or electricity or any telecommunications apparatus as defined in subparagraph 1(1) of Schedule 2 to the Telecommunications Act.
     
  • Where the vehicle is used for police, fire brigade or ambulance purposes or any vehicle in the service of the local authority in either case being used in pursuance of statutory power or duties.
     
  • Where the vehicle is being used by a medical practitioner visiting patients on professional calls when such a vehicle bears, in a conspicuous position, the appropriate identification badge.

SCHEDULE 3.1

 

Road In Alloa Town Centre

 

Side and section of road on which parking is restricted to twenty minutes, return prohibited within forty minutes between the hours of 9.00am and 5:00pm, Monday to Saturday inclusive.

Mill Street

On the north-west side thereof:

1.

From a point 7 metres or thereby north-east of the extended east kerbline of Mar Street in a north-easterly direction for a distance of 24 metres or thereby.

2.

From a point 29 metres or thereby north east of the east kerbline of High Street in a north-easterly direction for a distance of 24 metres or thereby.

           

SCHEDULE 8.1

 

Road In Alloa Town Centre

 

Side and section of road on which parking is restricted to ten minutes, return prohibited within one hour, at all times.

Mill Street

On the south-east side thereof:

1.

From a point 70 metres or thereby north-east of the extended east kerbline of Mar Street in a north-easterly direction for a distance of 18 metres or thereby.

 

SCHEDULE 20

 

Road In Alloa Town Centre

 

Side and section of road on which parking is permitted for disabled persons’ vehicles between the hours of 9.00am and 5:00pm, Monday to Saturday inclusive.

Mill Street

On the south-east side thereof:

1.

From a point 7 metres or thereby north-east of the extended east kerbline of Mar Street in a north-easterly direction for a distance of 12 metres or thereby.

 

On the north-east side thereof:

2.

From a point 16 metres or thereby north-east of the extended east kerbline of High Street in a north-easterly direction for a distance of 13 metres or thereby.

High Street

On the east side thereof:

1.

From a point 92 metres or thereby north of its junction with Mill Street in a northerly direction for a distance of 13 metres or thereby.

 

SCHEDULE 33

 

Road In Alloa Town Centre

 

Side and section of road designated for Loading and Unloading by vehicle only restricted to a period of twenty minutes return prohibited within one hour between the hours of 8.00am and 6:00pm, Monday to Friday inclusive.

High Street

On the west side thereof:

1.

From a point 47 metres or thereby north of its junction with Mill Street in a northerly direction for a distance of 26 metres or thereby.

Mill Street

On the north-west side thereof:

1.

From a point 53 metres or thereby north east of the east kerbline of High Street in a north-easterly direction for a distance of 20 metres or thereby.

 

On the south-east side thereof:

2.

From a point 19 metres or thereby north east of the extended east kerbline of Mar Street in a north-easterly direction for a distance of 12 metres or thereby.

Road In Alloa Town Centre

 

Side and section of road on which parking is suspended, at all times.

High Street

On the east side thereof:

1.

From a point 36 metres or thereby north of its junction with Mill Street in a northerly direction for a distance of 33 metres or thereby.

 

2.

From a point 82 metres or thereby north of its junction with Mill Street in a northerly direction for a distance of 10 metres or thereby.
