Scottish Housing Quality Standard

A plan for the future of Council housing in Clackmannanshire has been approved by Councillors.

Last year the Council had to submit a standard delivery plan to Communities Scotland in light of the Scottish Housing Quality Standard. Now an updated plan has been prepared based on the latest stock condition information.

The Scottish Executive announced a new housing standard - the 'Scottish Housing Quality Standard' in 2004 which all Council and housing association houses must meet by 2015. For a house to meet the Standard it must be energy efficient, have modern facilities and services, be healthy, safe and secure and be free from serious disrepair.

A major survey into the condition of the Council's 5317 flats and houses found that around half currently meet the Standard.

Widespread consultation with tenants was conducted as part of the survey and this commuication will continue as officers draw up a 10-year business plan explaining how the SQHS will be delivered.

Inclusion and Regeneration Portfolio Holder Councillor Sam Ovens said: "We agree that the Scottish Housing Quality Standard is a good idea and are committed to achieving it by the 2015 deadline. In fact we wish to enhance the investment in our stock beyond the SHQS - to reach the 'Clackmannanshire Standard.'

"Our tenants have already told us that their priorities extend beyond the SHQS and new exterior doors, kitchens and bathrooms are what they want. We will be working hand-in-hand with our tenants over the summer as we draw up the business plan to achieve these aims."

The plan takes account of the falling demand for affordable rented housing and regeneration strategies which will requires investment in existing stock and stock replacement in order to ensure sustainable neighbourhoods.

An investment programme and rent strategy to deliver this standard will be incorporated in the business plan which will be completed by November 2006.
