Strategic Housing Investment Plan Approved

The Council has approved its Strategic Housing Investment Plan for 2026-2031.

At a meeting earlier today, Councillors heard that the Council’s Resource Planning Assumption (RPA) funding from the Scottish Government for 2025/26 is £5.879 million.

Councillors also heard updates on progress for plans at Council owned sites at Engelen Drive in Alloa, Pompee Road in Sauchie and Lochies Road in Clackmannan.  In addition, there were updates on sites coming forward at Coalsnaughton and Sauchie.

The report to Council outlined that tender costs for new builds continue to rise and it remains a challenge to bring projects in or around current benchmark funding levels.  Average local build costs are between £210,000 and £230,000 and grants per unit £115,000 to £120,000, putting additional pressure on Council and housing association funding streams to fill the gap and leading to some project delays.

The Council is continuing to buy properties off the shelf to meet the housing need in Clackmannanshire, with 23 homes purchased in the last financial year and plans to purchase 20 more for Council-ownership in 2025/26.

Councillor Jane McTaggart, depute spokesperson for Place, said: “This strategic plan outlines the operational framework for affordable housing development in Clackmannanshire over the next five years, establishing our investment priorities. 

“The background of increasing demand and complexity in the housing needs of our residents, placed alongside the rising costs of house building means a challenging situation.  However, we are working hard to be flexible and imaginative in the way we work as a Council and with our partner Registered Social Landlords to meet those needs.

“Our plans are ambitious but also realistic, and I look forward to seeing further progress in helping to meet the housing needs of Clackmannanshire’s residents in the year ahead.”
