Clackmannanshire Council’s Transformation Space has issued its first call for proposals today aimed at preventing homelessness.
The Transformation Space aims to deliver much needed community-led change with £1m funding from the Scottish Government’s Invest to Save Fund, as well as additional funding from several other public and private sources.
This new approach involves a panel of local people called Community Voice working together to solve long-standing local problems and deciding how vital funding is spent. This will remove barriers caused by separate public sector budgets and enable funding to flow directly into the solutions that matter most to local communities.
The process focuses on prevention and early action, based on ideas from the Christie Commission. It aims to change how public services work in Clackmannanshire and reduce the need for costly, repeated interventions.
Today’s call for proposals is based on discussions held by the Community Voice Preventing Homelessness Panel and invites organisations and service providers in Clackmannanshire to develop ideas for new approaches and services which will contribute to the prevention of homelessness.
The panel worked with Foundation Scotland, bringing their own experiences, along with stories from others living in the area, to bring some clarity and local context to the challenge of homelessness prevention. The panel did not try to arrive at solutions but helped to define the most pressing problems to solve.
The panel have up to £200,000 to distribute to organisations and service providers who they feel can make the biggest impact on preventing homelessness in Clackmannanshire.
Council Leader Ellen Forson said: “This is a new chapter for Clackmannanshire. Through the Transformation Space, we’re putting power directly into the hands of local people to help shape the future of their communities. Our first call for proposals focuses on preventing homelessness—but it’s about more than funding. It’s about changing how we work together to tackle deep-rooted issues.
"We’re inviting local organisations, community groups, and service providers to come forward with fresh ideas—whether big or small—that can make a real difference. If you’ve ever thought, ‘there must be a better way,’ this is your opportunity to help create it.
"By removing traditional barriers and focusing on early action, we’re backing innovative, community-driven solutions that reflect what really matters to local people. It’s a new way of working—and we’re excited to see what ideas emerge.”
The call for proposals is available via the Foundation Scotland website. The deadline for proposals is Monday 1 September at 10am and any queries ahead of that date should be directed to the grants team at Foundation Scotland at: grants@foundationscotland.org.uk
