Two More Members Set to Join Committee

The Council is to co-opt two more representatives on to the Enterprise and Environment Committee.

Clackmannanshire Business has already nominated two co-opted members in line with a decision and Clackmannanshire Council is now advertising to fill the remaining two unpaid places on the committee.

Convener Councillor Donald Balsillie said: "The Administration wishes to reinforce the priority it gives to economic and environmental development by seeking advice and expertise from the wider Clackmannanshire community .This is part of our ongoing efforts to develop a more effective approach to community engagement and consultation.

"It was decided to co-opt four new members onto the Enterprise and Environment Committee, at least two of which should be nominated by Clackmannanshire Business, with
the Committee determining the sectors or interests that should be represented from the experience of applicants applying to take up the remaining two places."

The Committee decided to advertise for nominations for the remaining two co-opted representatives.

Councillor Balsillie added: "There are a large number of relevant local interests, individuals and bodies with an interest in the work of the Enterprise and Environment Committee that could qualify as a member of committee."

Key interests that are closely involved with the Council, in addition to Clackmannanshire Business) include - Business, Jobs and Skills Partnership Team (Clackmannanshire
Alliance), Environment Task Group (Alliance Wellbeing Partnership Team); Access Forum;

Biodiversity Partnership; Discover Clackmannanshire (Tourism); Clackmannanshire Heritage Trust; Clackmannanshire Third Sector Interface; Local Employability Partnership;
Alloa Town Centre BID; and Clacksfirst (Business Park BID).

Councillor Balsillie went on: "A number of these bodies are already represented on Clackmannanshire Business and we wish to attract a broad representation of candidates with experience in the environmental and enterprise sectors."

The representatives from Clackmannanshire Business who will this week join the Enterprise and Environment Committee for the first time as co-opted members after being decided at their Board meeting last month were: Mike Mulraney, the chair of Clackmannanshire Business and Malcolm McArdle, a board member.

The Enterprise and Environment Committee also decided that the co-opted representatives should have a term of two years, allowing other groups and representatives to be involved. This will not preclude a co-opted representative from being re-appointed upon expiry of the two year term.

Co-opted representatives will have a significant advisory role and like elected members may participate in the debate and discussion on issues coming before the Committee and question officers on such issues.

Unlike elected members, however, co-opted representatives will not have a vote or substitute representative and cannot move or second a motion or amendment.
