Strategic Framework Business Fund

The Scottish Government has introduced a Strategic Framework for Scotland and as part of this, each local authority is placed within one of five Levels 0-4.

However, from 5 January 2021, the Clackmannanshire Council area, like all of mainland Scotland, is in Temporary Lockdown. This means, as with Level 4, that many businesses are required by law to close.

There are two grants available:

  • Temporary Closure Grant for businesses that have had to close (applicable for temporary lockdown/Level 4 closures)
  • Business Restriction Grant for businesses that are restricted in how they operate
    • Note that this grant only applies for when the Council area is or has been within Level 1, 2 or 3. It does not apply in Level 4/when there is a temporary lockdown.

The application form is the same for both the Temporary Closure Grant and the Business Restrictions grant, but you will be asked to indicate which grant you are applying for on your application form.

If you have already applied for the Temporary Closure Grant or the Business Restrictions Grant you do not need to apply again even if you now have to close after being open under level 3.

We will reassess your status automatically and will change you between the two grants where appropriate.

If you have not applied before, please submit a new application.

Please note that a high number of applications for the Temporary Closure Fund have been received and we are working hard to assess them.

A 4 weekly payment run for the Strategic Framework Business Fund will take place week commencing 25th January. We will try to pay all eligible businesses within this timeframe, however, applications received more recently may be slightly delayed.

Temporary Closure Grant

If your business is required to close by law, apply for the Temporary Closure grant:

  • £2,000 if your business premises has a rateable value of up to and including £51,000
  • £3,000 if your business premises has a rateable value of £51,001 or above

The above amounts cover every 4 week period that businesses have to close.

See the Scottish Government website for the types of businesses that are eligible to apply for a Temporary Closure Grant. At this time the types of businesses eligible during the Temporary Lockdown period are the same as they for Level 4.

Business Restrictions Grant

Please Note that this fund applies only in Levels 1, 2 and 3.

If you are required to close under Level 4, please apply to the Temporary Closure Fund above.

If your business was required to modify its operations between 2 November and 25 December 2020 and falls within one of the categories below, apply for the Business Restrictions grant:

  • Restaurants, licensed cafes, pubs, bars, licensed social and sports clubs
  • Hotels and other licensed accommodation
  • Sports and other facilities no longer able to provide group exercise, includes dance studios, exercise class/yoga studios

The following grant amounts are payable:

  • £1,400 if your business premises has a rateable value of up to and including £51,000
  • £2,100 if your business premises has a rateable value of £51,001 or above

Grant Payment

The Council will make payments four week in arrears, subject to receiving a fully completed application form and any relevant supporting information required, and where the eligibility criteria have all been met.

The earliest claim date is 2 November 2020 and you will not need to re-apply if restrictions are extended beyond four weeks.

Payments will only be made into the business bank account of the business.

Applications can be made up to 31 March 2021.

When restrictions end, any final payment in arrears may be adjusted to reflect the duration of the restrictions to the nearest week.

Additional Eligibility Criteria

You can apply if
  • you have a business bank account
    • This is the account your grant will be paid into if your application is successful
  • your business is registered for non-domestic rates
    • If you pay rates through a landlord rather than directly to a local authority you can still apply but must provide evidence through a copy of the lease agreement

Limited companies (including Scottish Charitable Incorporated Organisations), sole traders, trust and partnerships can apply provided they meet the above criteria.

If your business operates multiple premises you can apply for grants for each premise.

You cannot apply if your business
  • has breached wider Covid-19 regulations/requirements prior to local restrictions,
  • has connections to tax havens.
