Public Events Guidance

The Scottish Government’s Strategic Framework sets out how we plan to restore, in a phased way, greater normality to our everyday lives. This includes the phased return of events.

Event organisers should use this Framework to develop their plans. As each event is different, it is for individual businesses to determine how best to apply this guidance in their circumstances. Please get in touch with us at the earliest opportunity to discuss your plans.

Protection Levels

Information on what events are permitted within each level are set out below:

Level 0
  • Indoors events permitted with a maximum capacity of 400
  • Outdoors seated events permitted with a maximum capacity of 2000
  • Outdoors free-standing events permitted with a maximum capacity of 1000
Level 1
  • Indoors events permitted with maximum capacity of 200
  • Outdoor seated events permitted with a maximum capacity of 1000
  • Outdoor free-standing events permitted with a maximum capacity of 500
Level 2
  • Indoors events permitted with maximum capacity of 100
  • Outdoor seated events permitted with a maximum capacity of 500
  • Outdoor free-standing events permitted with a maximum capacity of 250
Level 3
  • Drive-in events only are permitted
Level 4
  • Not permitted/closed

Clackmannanshire is currently in protection Level 2.

Risk Assessment

Event organisers will need to take a number of additional steps in order to be Covid compliant. These include

  • enhanced hygiene controls,
  • security and crowd management including control on numbers attending events,
  • awareness of people travelling to and from an event,
  • physical distancing controls, face coverings and PPE, and
  • collection of attendees contact details for Test and Protect requirements.

The Scottish Government has published guidance on risk assessments to assist in the early event planning stages. Every event will require to have in place a detailed risk assessment.

Events Operational Guide and Checklist

The Scottish Government has developed a checklist to support event organisers to implement this guidance which is available to download. The checklist reflects the minimum expectations outlined in the guidance document.

Regulations

The Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Amendment (No. 23) Regulations 2021 puts in place a process through which event organisers or venue operators must, through application to a local authority, seek approval to hold an event above the standard capacity limit.
