Consultation on Community Councils

The third stage of our consultation is closed and a report on the outcome of the consultation was considered by Council in April. The new Scheme for the Establishment of Community Councils was adopted on 12 April 2018.

First stage

The first stage of the consultation asked if the boundaries for each community council reflect natural communities of people and what membership numbers should be. The first stage is complete.

Second stage

The second stage asked for suggestions for other content of the Scheme for the Establishment of Community Councils. The second stage is complete.

Third stage

The third stage asked for final comments on amendments made to the proposed Scheme.  The third stage is complete.

2018 revisions

Revisions which have been made to the 2011 version of the Scheme are

  • Introduction of minimum number of nominations required at a regular election.
  • Amendment to conditions under which an Interim Election can be requested to prevent numbers dropping below minimum.
  • Re-wording of the provision for co-option to clarify the co-option process.
  • Amendment to wording of provision for dissolution to clarify that the role of the Council is to assist.
  • Introduction of provision to allow the Council to consider a community council suspended,  the conditions under which this is allowed and the process this sets in motion.

New Scheme

The new Scheme is available to view or download from this page and in the consultation database via the link above.

The Scheme for the Establishment of Community Councils is the document which sets out the governance framework for all community councils in Clackmannanshire.

It also includes a description of community council boundaries, how many members each community council has and what the population of each community council area is.
