Clackmannanshire Council intends to revoke the existing Scheme for the Establishment of Community Councils (the Scheme) and is initiating a statutory 8-week public consultation inviting the public to make suggestions as to the areas and composition of the community councils.
The statutory consultation comprises three stages.
The Scheme for the Establishment of Community Councils is the document which sets out the governance framework for all community councils in Clackmannanshire. It includes a description of community council boundaries, how many members each community council has and what the population of each community council area is.
The public consultation on Stage 1 closed on the 4th of December 2020. A summary of results from Stage 1 is available to view.
Stage 2 asks for views on general governance matters including elections and meetings. At this stage, the public can make suggestions about aspects of governance not already included in the existing governance framework (the Scheme). Recent debates about modernising meeting and engagement methods and adapting to be able to respond to unforeseen circumstances such as the pandemic, as well as internal matters such as a community councillor code of conduct and complaints procedure are examples.
This stage of the consultation runs from 25th August until 27th October 2021.
