Can planning applicants or objectors speak at the Committee?

The Council has a Scheme of Oral Representation for Planning Committee meetings. It applies in circumstances where representations have been received against a planning proposal. When this is the case, the Council will contact objectors, the applicant or agent and the local Community Council where appropriate, and offer them the opportunity to speak at the Planning Committee meeting. We will provide details at the invitation stage of the procedures that need to be followed.

Requests to be heard should be made by email to planning@clacks.gov.uk, or in writing to the Planning & Building Standards Team Leader, Kilncraigs, Greenside Street, Alloa, FK10 1EB.  All requests should be received at least two full working days prior to the day of the Committee (please note that this deadline does not include the day of the meeting).

Those who have made such a request previously in an objection letter or letter of support should confirm this again through this formal process within the timescales above. (Dates of all Committee Meetings are available via this web site).

The request should clearly specify:

  • the application reference number;
  • the proposal address;
  • the proposed development;
  • who is making the request to address the Committee and on whose behalf; and
  • a daytime contact telephone number.

There is no automatic right to be heard. This will be decided by the Convenor of the Planning Committee.

Those proposing to address the Committee should arrive at Kilncraigs, Greenside Street, Alloa FK10 1EB before the start of the meeting.

When called to speak by the Convenor, a maximum time (usually 5 minutes) is permitted. Supporting papers, reports or photographs cannot be circulated to Members as part of the presentation without the prior agreement of the Convenor.

Members will normally ask questions but no questions may be asked of Members by an applicant, agent, or objector.
