Planning Scheme Of Delegation

The Council has adopted a new Scheme of Delegation for planning application decision making. It was approved on 13th August 2009 and has been agreed with Scottish Ministers. This means that the majority of applications submitted to the Council for approval are determined by an Appointed Officer of the Council. The applications that will be decided by members of the Council will be:
- Applications for a national or major development as defined in the Hierarchy of Developments, which is significantly contrary to the development plan;
- Proposals by the Council or for development of land in which the Council has a financial, land ownership or other interest;
- Any application by a member of the Council; and
- Applications which would normally have been decided by the Appointed Officer but where the Council has passed a motion agreeing that the application be decided by Members of the Council;
The implementation of the Scheme of Delegation should mean that our management arrangements are fit for purpose and the Council can continue to build on its excellent performance on the speed of decision making on applications, without compromising the other Scottish Government objectives of inclusion and sustainability.
