Housing Repairs & Improvements
Through the Capital Improvement Programme, the Council has invested over £28 million to improve the standards of Council houses over the last 4 years through the Capital Programme.
This programme is delivered through the Housing & Investment Planning Team and has been the largest investment in the history of the Council.
The overall objective of the Housing Investment & Planning Team is to maintain Clackmannanshire's housing stock to a high standard through maintenance and improvement programmes, which includes energy conservation measures, whilst keeping rents affordable to tenants.

The Housing Investment & Planning Team
The overall objective of The Housing Investment & Planning Team is to maintain Clackmannanshire Council housing stock in the best possible condition and, through Planned & Cyclical Maintenance. To ensure that every household in our area has access to a good quality and affordable home that meets their needs.
Housing Investment & Planning provides two functions - a traditional technical service and a client enabling function.
The technical service provides a procurement and financial management service for the construction, improvement and maintenance of the Clackmannanshire Council Housing Service building programme and property assets.
The client enabling function provides a value added service by helping other services within the Housing Service on the advisability of their proposals, where necessary commissioning external consultants and in-house services, agreeing fee scales and monitoring the performance of these and generally controlling expenditure of capital and revenue programmes.
The two functions combine to focus on actions relating to the successful achievement of four Councils priority outcomes: These are:-

The Services Provided By Housing Investment & Planning
Programme & Project Management Services - Designing and/or implementing programme & project management control systems, managing large or complex projects.
Cyclical Maintenance Services - Provides for a planned cyclical maintenance programme of works for all council low and high rise properties.
Mechanical and Electrical Services - Monitoring annual maintenance programmes to ensure compliance with safety regulations (Gas and Electrical), and providing technical advise for other Housing staff.
Investment Planning and Business Service - To provide a comprehensive and detailed analysis of the property owned by the Housing Department for future planning needs.
Asbestos Management - To provide a comprehensive asbestos management service, including maintenance of the asbestos registrar and providing advice to housing staff.
Contract and Administration Support Services - Provides contract documentation, maintains records, co-ordinates for expenditure and monitoring of our service to our customers.
Energy Efficiency - Aims to alleviate fuel poverty, and make properties cheaper to heat with cladding, aiming to reduce energy consumption in council housing.
Asset Management - Managing the Housing Property Asset Management Plan, including stock conditions surveying. Administering Right to Buy house sales and property acquisitions, identifying surplus assets to free resources for new investment increasing value for money from retained assets and property.
Regeneration - Development, implementation and review of regeneration activities, including locality plans.
