Housing Improvements and Upgrades

There has been significant investment over a number years to improve the standards of Council houses through the Housing Capital Improvement Programme.

This programme has been delivered primarily by the Housing Investment and Planning Team based at Kelliebank, Alloa.

The Housing Investment Team

The overall objective of the Housing Investment team is to maintain the council's housing stock in the best possible condition and to ensure that every household in our area has access to a good quality and affordable home that meets their needs.

The work of the Housing Investment team is to project manage key upgrade and improvement contracts to ensure that the council meets the Governments Scottish Housing Quality Standard. (The SHQS is a standard that all Scottish Local Authorities and Registered Social Landlords were to achieve by this date). This standard has been met and we continue to sustain and improve the council's position in terms of SHQS quality standard.

The Housing Investment team also manages key housing asset and stock information and carries out stock condition surveys in preparation for future capital programme planning.

These functions combine to focus on actions relating to the successful achievement of four council priority outcomes. These are:

  • The environment is protected and enhanced for all
  • The Council is effective, efficient and recognised for excellence

Services provided by Housing Investment Team

  • Programme and project management service
    • Designing and/or implementing programme and project management control systems, managing large or complex projects.
  • Mechanical and electrical services
    • Monitoring annual maintenance programmes to ensure compliance with safety regulations (gas and electrical), and providing technical advice for other maintenance and housing staff.
  • Investment planning and business service
    • To provide a comprehensive and detailed analysis of the property owned by the housing department for future planning needs for the housing stock.
  • Asbestos Management
    • To provide a comprehensive asbestos management service, including maintenance of the asbestos registrar and providing advice to all maintenance and housing staff.
  • Contract and administration support services
    • Provides contract documentation, maintains records, co-ordinates expenditure and monitoring of our service to our customers.
  • Energy Efficiency
    • Aims to alleviate fuel poverty, and make properties cheaper to heat with cladding, aiming to reduce energy consumption in council housing. Source external grant funding for upgrade projects.
  • Asset management
    • Managing the housing property Asset Management Plan, including stock conditions surveying.
