Insulation scheme for local areas

Working in partnership with the Scottish Government, Clackmannanshire Council is offering grant funding to householders to encourage them to participate in an energy efficiency programme.

Local areas being targeted 2017/18

The focus this year is on external wall insulation (EWI) for homes which are of a non-traditional construction. These homes are unsuitable for lower cost measures like cavity wall insulation.

Advisors from our Home Energy Advice Team will be visiting householders in the areas listed below over the next few weeks to explain what is on offer.

How will this work be funded?

The council has attracted grant funding of up to £7000 per property and there is also loan funding available to assist owner occupiers and private landlords to participate in this scheme.

A contribution will be required to make up the difference from available funding and the actual cost of the measure. It is not possible prior to the survey of your property to quantify what this contribution will be, however it is estimated that it will be in the region of £1000 - £1200.

The actual value of the work being offered is between £8,000 and £10,000 and your property, and its value, will be enhanced significantly by these measures.

If you are concerned that you will be unable to raise the owner's contribution, an interest free loan is available from the Scottish Government of up to £5,000 with a repayment period of up to 5 years.

Full details about the loan facility will be provided to you during discussions with our Home Energy Officer and the installer.

In addition, any households that could benefit from the Scottish Government's Warmer Homes Scotland Programme will be referred directly to the Home Energy Scotland team for further advice and assessment of eligibility for support.

Information is also available directly from Home Energy Scotland (Tel 0808 808 2282) which offers further assistance to anyone who is vulnerable and requires help.

Loan scheme for energy efficiency measures

If you wish to install additional energy efficiency measures such as external wall insulation, double glazing or a new boiler, an interest free loan is available. The HEEPS Loan Scheme is open to owner occupiers and registered private sector landlords in Scotland.

Eligible primary measures and maximum loan figures include:

  • solid wall insulation up to £10,000
  • gas boilers, warm air units and electric storage heaters up to £5,000
  • flat roof and room-in-roof insulation up to £4,000
  • loft, cavity wall and underfloor insulation up to £1,000
  • double glazing, secondary glazing and insulated doors up to £4,500
