Refuse Collection Best Value Review
The review demonstrated that the Refuse Service has to address major developments both locally and to meet national strategic demands. It concluded that the opportunity was right for developing a new approach to Refuse Collection in Clackmannanshire and that the operation of the Service was such that it demanded change irrespective of the need to meet the National Waste Strategy Targets.
Given the wider sustainable development agenda in which refuse collection exists, the review extended beyond just an analysis and examination of the operational aspects to take into account the disposal, recovery and recycling aspects as well. The review therefore took an “integrated waste management” approach and covered the following areas:
- The collection of waste in Clackmannanshire, including examination of service structure, establishment and operational activities.
- Costings including financial management arrangements.
- Customer consultation including interaction with the Service.
- Management of the Service.
- Quality and Performance Indicators.
- Benchmarking
- Option Appraisal including consideration of ways to increase recycling
The review concluded that much remains to be done to develop a modern service to face the challenge of waste management in the 21st Century.
