Law Calls Foul on Dog Poop

Dog owners had better make a note in their diary - from October 22 they face a hefty fine if they allow their dog to mess in public places.

The Dog Fouling (Scotland) Act 2003 comes into force later this month, giving new powers to local authorities to control dog fouling.

Now the Police and local authority officers will be able to serve £40 fixed penalty notices on the person in charge of the dog, which has been seen to allow to foul. If the fixed penalty is not paid within a set time, the fine is increased to £60. There is an appeal route open to anyone served with a notice.

Clackmannanshire Council has organised a seminar to discuss the new legislation at Gean House on October 16. The seminar will include speakers from the Scottish Executive and Police.

Provost Derek Stewart, who will give the introduction to the delegates, said: "I am delighted that Clackmannanshire Council has organised a course which delegates from across Scotland will attend.

"The public has great expectations of the impact of the new legislation. Dog fouling is a problem that is raised consistently in our communities. Anything that can be done to ensure consistent enforcement is well worth pursuing."

Speakers from England and Ireland will also be there to discuss their experiences of controlling dog fouling where similar legislation is already present. Delegates attending have come from most local authorities across Scotland, as well as other organisations.
