A first draft of Clackmannanshire's Single Outcome Agreement for 2013-2023 which will now go to public consultation has been agreed by the Council and its partners.

The draft document has been developed by a range of partners including the Council, NHS Forth Valley, Central Scotland Police, Central Scotland Fire Service and Forth Valley College, as well as local businesses and community groups.

Council Leader, Councillor Gary Womersley said: "This Single Outcome Agreement sets out our vision, priorities and objectives for Clackmannanshire over the next 10 years. It will also set out the short term priority actions that will be the focus of partnership activities over the next three years.

"We have seen improvements across a range of quality of life measures in Clackmannanshire in recent years. There have been improvements in transport links, a £2 million programme of improvements to Alloa's town centre and significant improvements to Clackmannanshire's educational infrastructure. That said, there is still a gap between our most and least advantaged communities and looking forward over the next 10 years, there are a number of key issues, challenges and opportunities.

Clackmannanshire offers great potential for individuals, families, businesses and employers and we want to maximise the potential of the area as a place to live and work. So the focus of this Single Outcome Agreement is about improving outcomes for people and it is about addressing and preventing the causes of chronic deprivation that affects some of our communities."

The SOA for 2013-2023 is significantly different from previous agreements. The partners are clear about the need for transformational change in service delivery to improve outcomes for people, tackle inequality and maintain financial sustainability in the face of continuing social and economic challenges.

A clear focus will, therefore, be greater integration of public service delivery across the partnership, which should enable the Alliance to improve effectiveness and efficiency of public services.

Following the consultation exercise, the final document will go back to Council and the Clackmannanshire Alliance in March 2013.
