Capital Investment Agreed

A budget of £8.5 million will be invested in Clackmannanshire's infrastructure in 2012/13 by the Council.

Capital expenditure pays for permanent improvements such as new buildings and refurbishments and was agreed by councillors today at the Special Council meeting.

There has been a review of the previously agreed 2012/13 to 2014/15 capital programme and councillors have agreed a revised budget for 2012/13 which takes account of significant rephasing and reprioritisation of the previously approved programme as well as new initiatives.

The capital programme includes significant developments including the multi-million pound refurbishment of the Speirs Centre, the creation of a community hub in Tillicoultry, the purchase of the former healthcare centre site at Marshill in Alloa to create a new car park, and the construction of a new primary school at Alloa West.

There will also be significant additional funding allocated to tackle a backlog of improvements to public buildings, particularly our primary schools, and a backlog of road repairs, from increased allocations of over £4.6 million and £1.5 million respectively.

£37,000 is to be given to Alloa Gymnastics Club as a contribution towards their new gym while £75,000 is to be invested in re-opening Tillicoultry Glen, which has been closed to walkers since 2010 because of safety concerns.

Significant investment is also to be made on replacing old Council vehicles and on new IT equipment and software.

Councillors also agreed to allocate funding for the future extension to Dollar Cemetery and the new heating system at Alloa Town Hall in 2014/15.

Council Leader Gary Womersley, said: "For a long time there has been a lack of investment in our buildings and roads, as well as in important areas like IT. I intend to reverse that trend today with this capital programme which targets these important areas, while remaining prudent and realistic."
