Clackmannanshire Council Refuse Collection Service has introduced a new system in an effort to control the problem of overfull wheeled bins being presented for uplift.
Overfull wheeled bins present a health and safety hazard to refuse collectors arising from the difficulty in moving the bins and attaching them to the refuse freighter. Accidents have been caused by bins falling from the vehicles and many bins are lost into the vehicle as a result of problems during the emptying cycle.
Now a label will be attached to bins which are presented overfull which indicates one of the following:·the bin has been emptied but should not be presented overfull again·the bin has not been emptied because of the type of material it contained or because the bin had been labelled in the past.
Householders who find themselves in this position should remove the excess material and contact the Freephone ELSA number 0500 545540. The staff there will arrange for the bin to be emptied.
Ewart McAuslane, the Head of Environmental Services, said: "We hope that this change will lead householders to review the type of waste they generate, how they fill the wheeled bin and how well they use the recycling facilities available throughout the County to get maximum benefit from their bin."
Councillor Donald Balsillie, Convener of the Enterprise and Environment Committee added: "The blue box scheme has gone from strength to strength since it was introduced to 1,000 homes last August. Now we hope to expand this successful recycling trial to all suitable houses in Clackmannanshire. In addition to this scheme householders may also wish to consider home composting to reduce the amount of garden waste generated.
"With the closure of the Councils only landfill site in 2004 there is a great need for a significant culture change in peoples attitude to the collection and disposal of waste."
The Councils Amenity Site at Forthbank is available 7 days a week from 9 am to 8 pm in summer and to 5 pm in winter for free disposal of excess household waste.
