Settlements are groups of high density postcodes whose combined population exceeds 500. There are 519 settlements in Scotland (as at 2016). Localities, similarly to settlements, are also groups of high density of postcodes, however, they tend to be smaller (as at 2016 there are 655 distinctive localities in Scotland).
