Advice for Community Groups in the format of Frequently Asked Questions.
- Is a licence required if a Community Group is organising a prize draw or raffle and the intention is to print and sell tickets out-with an organised event?
The group will have to register with the licensing authority….. Clackmannanshire Council. A registration number will be issued. This registration number lasts for one year from January to December and so it can be used for any printed raffle tickets within the year.
- Do the same rules apply if the tickets are only being sold at an organised event or social evening?
If the tickets are only being sold during the event there is no need to complete any official forms. Usually the organisation uses pre-printed cloakroom tickets that will be on sale during the event.
- Is a licence required to hold a Bingo Tea?
The answer will depend on your plans. If the event is a non-commercial event involving an incidental lottery you will not need to register with the Licensing Board. See Exempt Lotteries for further information.

- Does a community organisation need a licence to organise a fundraising dance and sell alcohol at the event?
The Council can grant a voluntary group a licence to sell alcohol in a village or community hall. The licence will be issued in the name of the group. It cannot be granted in the name of an individual. For example if a club member wanted to have a family celebration in non-licensed club premises the application must be made in the name of the club not the individual
- Is there a restriction on the number of times that a group or club can apply for a licence?
A voluntary group can apply for four fund raising liquor licences in any one-year.
- What if you want to allow people to bring their own alcohol, could they legally drink it at the event?
It will depend if the premises already have a public entertainments licence. If not, depending on the type of event, you may need to apply for a licence.
- Is a licence required to hold a Gala Day or a Fun Day?
Most events of this type will require at least a Public Entertainment Licence. In addition various other permissions may be required if there is an intention to close a road or sell hot food. It is best to seek advice early in the planning stage.
- How long will it take to process a licence application?
You are advised to complete an application as soon as you are aware that it will be required. Early applications will allow officers time to process the papers, question any missing information and complete the application in plenty of time for your event.
